ISO Week Numbers Explained
Week numbers are not uniquely defined, and two people using different conventions can name the same week differently. ISO 8601 exists to remove that ambiguity, and it has one counter-intuitive consequence worth understanding.

ISO 8601 defines the week as starting on Monday and ending on Sunday. This differs from the American convention of Sunday to Saturday, which is why a date can fall in different numbered weeks depending on the system you ask.
Week One Contains the First Thursday
ISO week 1 of any year is the week containing the first Thursday of that year. This rule places the year boundary consistently, and it is why weeks are numbered from the week containing the first Thursday rather than from the week containing 1 January.
Why 1 January Can Be Week 53
If 1 January falls on a Thursday, that day belongs to the first ISO week of the new year. But if 1 January falls on a Friday, Saturday or Sunday, it belongs to the last week of the previous year. 1 January 2021 was a Friday, so it was week 53 of 2020.
Which Years Have 53 Weeks
A year has 53 ISO weeks when it begins on a Thursday, or begins on a Wednesday in a leap year. This is why some years run to week 53 and others stop at 52, and why a fixed week count per year does not exist.
Why It Matters in Practice
Finance, project management and reporting all number weeks, and a mismatch between conventions shows up as a discrepancy at year end. Agreeing on ISO in a team removes an entire category of argument about which week a figure belongs to.
The Weekday Rule for Week Numbers
An equivalent shortcut is that a date falls in ISO week 1 if and only if it falls between the first Monday of the year and the first Thursday. Dates from the first Thursday onwards are week 1, and the days before belong to the previous year's final week.
Worked Example
1 January 2021 was a Friday, so under ISO rules it belongs to week 53 of 2020 rather than week 1 of 2021. This is why 2021 is described as a 53 week ISO year.
